We heard sirens coming from the 880 and noticed that traffic was completely stopped. As I drove on the overpass, we looked over and saw this insanity. So we made our way over and recorded this. All the vehicles then moved faster to avoid any further conflict. He appeared to be a local goon, and no one intervened. The entire incident was captured on my dashcam.
